桃園國際機場聯外捷運系統建設計畫，為政府「新十大建設」項目之一，主要在提升國際門戶，接軌世界國際化及都會區交通運輸與商業中心，並舒緩道路交通及降低運輸成本。計畫完成後可改善機場聯外交通，連結台北車站、中正機場、高鐵、桃園車站等交通運輸樞紐，使國際航線與國內交通網線得以緊密連結。鋼結構工程除作主體結構外，同時也是日後接續新建之二棟超高層大樓之基礎，其重要性自不待言，而如同其他大都會區之超高層大樓工程
